Not enough lighting with the CFL's I was using. These are 400 watt Metal Halide fixtures. I'm using PlantMax 360 watt High Pressure Sodium conversion bulbs, these are the only type of bulb that can be run in Halide fixtures, "conversion bulb". 50,000 lumens and rated at 2000 kelvins.
