Under, even buried under a bit of dirt, would be better to help keep the vine as dry as possible. Vine rot is our enemy.

I like all my T-tape under the vines and running the same directions as the secondarys. This way you can easily move the vines around if necessary especially your main vine that needs to be moved and come up with the pumpkin.

I always had mine over the vines, never had any vine rot.
