The 1st link is to a discussion on GVGO and a product containing Rhizobium bacteria. It's not the same as azospirillum, but does the same thing. The price is right and if I'm not mistaken, the shipping is about $12.50 anywhere in Canada. It is labeled as a garden legume innoculant but it works with pumpkin seeds as well.

Rhizobium bacteria only colonize legumes and do not work with Pumpkins!

Azospirillum are completely different and do work with pumpkins. This material is available form the Extreme Pumpkin store

I don't want to contradict you John, this is your area of expertise not mine. The Halifax Seed product contains more than one type of rhizobium bacteria. While most do not work on non legumes, R39 or R. Leguminosarum claims to work on legumes and non legumes as well. http://plato.acadiau.ca/isme/Symposium26/hoflich.PDF
