In heavy soil i would apply in fall, in light sandy soil i would apply in spring a month befor planting.

I have a pigeon racer who delivers three five gallon buckets two or three times a year. If the ground is open it goes in the patch. Otherwise it goes in the compost pile.
....Bird poop is fine goodies for sure.
