For leggy plants...they are normally reaching for the light source so I have to assume you are using an Incandescent Light source. We use two Flourescent bulbs one warm one cool to provide a broad spectrumn of light. The flourescent bulbs also allow you to move the bulbs right down to the plant with out burning them. If and when the plants get leggy we apply a fan on low. This will encourage them to strengthen up. Repotting and moving the dirt up to the cots will work, although unless you change the light source they will just grow leggy again. You can also move the plants outside this time of year during the day. Remember to harden them off 1st by putting them out in the afternoon or on a cloudy day.

Keep the florescent lights no more than 1 " above the plants. Even a few extra inches will make them reach up and get leggy
