Your rhubarb looks just like mine! Disgusting isn't it? I did get to pick it this spring however....then it turned like this and died right down. I thought perhaps it just needed torn apart and set over somewhere else (plan to do this next spring)...but it appears as if we have an insect problem as well. Try dusting with Rotenone. My potato plants have small holes in them also. There is a little black (not flea beetle) hopping all over them. I have to go spray or dust this morning. Blasted insects! I will take a picture of my rhubarb while I am out there.

It looks like your rhubarb may have three seperate problems. First, some possible crown rot (the yellowed leaf on the left. Second, leaf spot (the brown spots on the leaf on the right, and third, rhubarb weevils (the random holes in the rest of the leaves).

Crown rot and leaf spot can be fought with the same fungicides used on your pumpkins. The weevils are a different matter. You must first find and eliminate all dock weed in the area. Then treat the plants with a good insecticide (liquid sevin worked well for me).

If it's been very wet, that could be the whole disease problem. Rhubarb is tough, but doesn't like constantly wet feet.
