ok, so i've read a few websites saying to buy new seeds each year because they don't store long. my question is, if they were stored in the freezer all year, would they be okay the following spring?

Yep. Constant cool temps will help prolong seed shelf life. Parsnip seed should keep for 10 plus years with little loss of germination rate.
