Zap,

Winter rye is one of the most hardiest of the winter cover crops. it is said to grow any time it is above 33 degrees f. you should try to get the seed down by late oct. or the very beginning of nov. don't bury it to deep only about 1/2 inch down it germinates pretty quickly and will establish itself this fall then come ealry spring it will kick into high gear and grow like mad. just till it in before it goes to flower.

Upstate NY here, i got my cover cover in 2 weeks ago....I would do it ASAP if I was you....takes about 10 days until you see it sprout.
