% heavy is compared to the estimated weight of the pumpkin, which is determined by measuring the fruits circumference, over the top from side to side and stem to blossom end,,measurements are added together and an estimated weight is determined by using the Stellflug
ott chart,,example, Phil Hunts pumpkin off his 901 Hunt seed this year was measured at 407" ott, estimated weight,1408 lbs,,on the scale it weighed 1677.5, or 19% heavy to estimated weight,,heres a link to the chart,,

It refers to the Tape measurements that are taken of the pumpkin and then they refer to a chart that estimates the weight it should be - then when it is actually weighed on a scale the difference between the estimated weight using the chart and the actual weight determines how Heavy\Light to the chart the pumpkin was !! so say the chart measurements say it should weigh 1000 and it scales at 1100 it would be 10% Heavy while if it scaled in at 900 it would be 10% light
