The typical general recomendation is not to use manure from carnivores in the garden because of possible disease transmission from the manure to humans (not to the plant). As long as it is well incorporated you should not have any problems with well aged manure.

I used it last year and put it on again last fall. It is very high in OM and if not aged enough will be very acidic so watch your ph. But it really helped my patch last year. I highly doubt they were only fed fish as usually mink are fed a mixture of many things from fish poultry eggs etc. Anyhow it seemed to work well for me and I would use it again. Like anything else you have to know what you are adding and how to amend for it.
