If you are trying to raise funds for growing supplies, maybe consider seeking trades instead. There are a lot of growers within a reasonable distance of you. You might find someone who would trade you some used gear or some fertilizers, insecticides, or fungicides for those seeds. Look into getting a work permit too and picking up a part time job in the summer. I started growing pumpkins when I was 13 and in an amazing coincidence, I got a work permit when I was 14 and got a job.

Or maybe try to get some ok Howard Dill winning seeds, and grow a 5-600 pound orange one, to sell. If the goal is to get to 2000 pounds, start by experimenting with a few ideas every year, and just start building from their. As a teen, you'll have a lot more time on you hands, so maybe try to collect leaf compost, and make compost tea, and bypass the more expensive products.
Even tilling can be done by hand with an old pitchfork, I've done it, it just takes energy, and time. Fungicides can be made by mixing milk and water, and will ward off powdery mildew. Pesticides made from some garlic oil and water will normally keep the cucumber beatles away. For fertilizers, a farm supplies store should have some 50 plus pound bags of granular for only $20, and a 24-8-16 water soluble will only cost you $5-10.
Water by hand with a hose, or a watering can, and make your own compost, and you could grow some nice 1000 pounders on under $50 a year. Start with so that, as it appears you are set for seeds, and you will grow something big.
I am growing completely on my weigh off winnings, which totaled about $250 This year, and I am more than set. You just need some money management skills, and brunt force, and you'll get their.
