Would I be wasting my time using Mycorrhiza and compost tea (as in killing the fungi and bacteria, im sure id still get plant food from tea) If I water nearly every day with city water containing chloramine?

You could move your water through a holding tank. Let it stand for a day or super aeriate it for an hour. Either step will purge chlorine.
