My grapes, and my neighbors are infested with white flies. I’ve been spraying them with water to try to drown, and I have sprayed neem oil a couple times. I’ve also pruned half the leafs. But, no matter what I do it dose not seem to be working…

Dose anyone here know a good organic solution to take care of these? If not, are there any low toxic non organic ways? My entire garden is organic, so I would not like to use a inorganic if possible…
