When thr fruit starts to turn color does it still continue to grow or is that about the end of growth?

When the color begins to change it is indeed over. Actually the growth begins to slow even before the color change.

It depends on the shape of the tomato too. Sometimes if you have a funny shaped fruit that wraps around in a circle it will measure big but will not have much mass in the middle. That's what happened to my tomato last year. It measured 24.5 inches but weighed a tad under 5 pounds.
