What is the minimum ground temp? What is optimum? Does soil temp affect ripening speed?

Ideally ground temperature should be more than 60 degrees F. Tomato plants can be transplanted at 55 degrees F, but growth will be slow until the ground temperature rises.
Let's approach your next question this way; Ambient temperatures above 85 degrees Fahrenheit or soil temperatures above 80 degrees are the primary reasons tomato plants slow the ripening process.

Thanks for the reply. I've also noticed something interesting last year with tomatoes when they were translplated late summer. The area where I lived had day time temperatures of 85 to 105 degrees F and night time of occasional 75 degrees + caused the toms to grow very lanky, around half a pencils thickness.
