Lol... I think you measure across the front of the flower... Edge to edge of the seeds?.. Not 100% on that ...

The way the GCP rules read is: measure across the front to the tip of the leaf two ways. Like from 12 to 6 and from 3 to 9 on a clock. If one is 23" and the other is 24" it is a 23" head. They have to be the same each way to be the bigger number.

I believe Guinness goes from petal to petal across the bottom. Or rather, put the head on something flat, mark the top of the top petal and the bottom of the bottom petal. Remove the head, measure the distance.
You are certainly not allowed to measure the possible bulge on the front/top of the flower. It was already that way in the 80s when I started showing sunflower heads.
