Is high phosphorus the key to getting them tall or at least strong enough to be tall?

Ken... I humbly stand on the shoulders of "giants". Still learning.

FWIW... from what I've read & studied, high P at this stage fosters root development & heavy vegetation. The goal is to delay head formation as long as possible. As soon as I see a head form, I'll crank up the Potassium to insane levels too.

Would love it if a seasoned SF growers would chime in. I'm shooting educated spit balls, but with only 2 years of actual experience.

I have grown them for fun but never got them over 13 feet or so. I have some in this year too. The seeds I started with were Russian Mammoth. Single head and pretty tall.
