Sorry, I forgot to mention that I should have taken a closer photo. The white mineral substance is only on the top outside of the chucks of dirt.

Long shot, butt Mycorrhizal residue.
I've seen strange but forgettable substances on the top of the SS Mix I use, especially on very old throwaway seedlings that I'll keep the clear cups from. I suppose if Myco is stranded on top of AnyThing and it dries up, that might be it. Else, some salt or undesirable something. eg
