how old does my plant have to be before it is safe to apply insecticides?

Some folks apply Admire (Merit, etc) up to 2 weeks prior to planting out. More apply it the same day. However this is a soil applied systemic.
Foliar applications are tougher on the tender new growth.
We need to know what type of insecticide you have available.

i have access to Bonide Eight, or Bonide insecticide soap, but i am open to suggestions.
