What disease?
The timing depends on the disease you're trying to control & when the inoculation period arises in your area. In the perfect world we would have accurate GDD (Growing Degree Day) modeling for every pest we might ever encounter. Accurate weather tracking would predict the timing perfectly every time. We would then employ the correct control agent at just the right rate & time to prevent the inoculation.
In the real world we make casual observations of the weather to predict when our most common diseases hit & spray a week or two prior to that.
