A fellow local grower and I were talking and he mentioned the idea of spraying the patch with a strong mixture of Bleach/water or maybe even straight bleach after the season. His reasoning for this was to possibly help kill any diseases remaining in the patch. Has anybody ever heard of or tried this and is it worth the time? Would it do more harm than good?

I agree. How long does bleach stay in the soil? Imagine if you plant next season and the bleach remnants are in the soil?

I think I'd try something like Banrot first. http://www.scottsprohort.com/_documents/tech_sheets/H4623Banrot40WP.pdf
