Re: Crisis Exemption Request for Use of Quinoxyfen (Quintec, EPA Reg. No. 62719-375) to control powdery mildew (Podosphaera xanthii) on melons, winter squash, gourds, and pumpkin (non-edible-peel curcurbits) in New York State in 2004
The New York State Department of Environmental Conservation, as the State lead agency for pesticide matters, hereby issues a Crisis Exemption under Section 18 of the Federal Insecticide, Fungicide and Rodenticide Act, as amended for the use of Quinoxyfen (Quintec, EPA Reg. No. 62719-375) to control powdery mildew (Podosphaera xanthii) on melons, winter squash, gourds, and pumpkin (non-edible-peel curcurbits) in New York State.
The product will be needed beyond the fifteen days provided under 40CFR Part 166.45. A Specific Exemption Request was mailed to your office on April 27, 2004 and supplemental information to complete the request was faxed to your office on July 8, 2004. Per your phone conversation with Robin Hackett, of my staff, the request will not be approved in time to be of use to the growers. Therefore, we will continue use of this product until such time as the Specific Exemption is granted. The traditional use season is from July 1 to September 30, 2004. Powdery mildew has been detected in pumpkins on Long Island, therefore use of this product is scheduled to begin on July 21, 2004.

A maximum of three foliar applications of Quintec, none applied consecutively, per crop is requested. Quintec should be applied on a 10 to 14 day application interval in combination and alternation with other effective fungicides at their recommended rates and spray intervals. The first application should be made either preventively or shortly after detecting powdery mildew at the action threshold of at least 1 of 50 old leaves with symptoms. The recommended rate is 4.0 oz of Quintec/acre/application (1.05 oz. ai/acre/application).
Please refer to the Specific Exemption request in process for any details you require regarding the chemistry of this product and the estimated level of residue expected to result from use of this product.
