I completed the form and sent it by fax on Monday and my permit arrived today. I can now "import small lots of seeds" without the Pyto Certificate. If only it was that easy. The website makes it sound simple, complete the form and then follow a bunch of rules. I selected all sorts of mail and car as the route of entry thinking I could just heve the seeds mailed to me or even bring them back from Niagara. If only it was that easy. I will need to send a copy of my permit, the three pages of rules and a mailing lable to whoever was going to send me seeds. What the website doesn't tell you is that the seeds don't get mailed to me but instead to U.S Department of Agriculture, animal and plant health inspection service plant protection and Quarantine.....THEN comes the catch......I have to provide them with the accout number of my carrier AND arrange for the carrier to pickup the seeds. ok so its legal but almost unworkable for us. the Pyto Certificate or the current medhods are much easier .

Well done for trying.
Seems strange that APHIS can't just post them on to you.
Maybe worth checking if you haven't already.

The printed directions included with the permit say one thing but the inspector at APHIS says another and he was VERY helpfull. The short answer to the carrier question is that if the seeds come in parcel post then all I need to do is include a mailing lable in the package with the seeds and they slap it on after inspection and out it goes with the mail. I'm going to arrange to try the proceedure and see how it works. Will report back with the results.
