Sounds similar to Korsakoff syndrome which severe alcoholics tend to get due to a Thiamine deficiency, but has a much slower onset. Sounds like the booze might be safer than water everywhere these days.

Public health people will have to take a look at this. It could be an infectious disease. It could be something toxic in the environment. It might be some chemical people are using such as some chemical fertilizers, bug killers, antifungal agents etc. There will have to be a study to see if these people have something in common. Are they all taking the same medications etc etc. Are they somehow all related to one another. It might take awhile.
