Can any one tell me what is wrong with this plant? I've been killing cucumber beetles and squash bugs. Could it be some other problem? can I remove this part if my pumpkin has already established a secondary root system? I'd be very greatful for any advice.

I would first remove the plastic from under your pumpkin, in most cases that is certain death. Do you have an foam that you can slide under it? Sand, weed block fabric?
