could be a powdered insecticide called sevin. it is an old product that can be bought in a hand held container for dusting the plants leaves. it is available in just about every lawn and garden area.

Eight is another powdered/dust insecticide. In my experience it is a little more effective on the bugs and not as hard on the plants. I use it along with Merit and bifenthrin to give the bugs a 1,2 3 punch.

I dont use it, but there is what a google search reveals. I think they sell it at Lowes. It contains copper so be careful what you mix it with. Some products don't react well with copper(it can fry your leaves when mixed with things like TKO). http://www.bonide.com/products/product.php?category_id=931
