Is this a normal looking blossom end for 15 sap, or is this a result of 4.42" of rain in 24 hours? Thanks

That ring is actually the remains of the flower - where the petals attached to the blossom - so is normal just shows how much stretching is going on - one main reason to be sure you do not scratch the little guy when it first pollinates as a small fingernail scratch on a early pumpkin winds up a big ugly mark by the time they have fully grown.
