Subject:  Earliest Fungicide Application

During the germination process, I coated my seeds in Captan fungicide. The seeds have since germinated and the plants are at the 3 leaf stage. At this stage, what is the best method of protecting the seedlings/plants before putting them in the ground? Is it too early to apply foliar fungicide, or a drench? Can I use a fungicide at full strength? Open to tried and true recommendations as I'm not taking any chances with diseases this year. There is a lot of info out there once the plant is well established, but not much at the 3 leaf stage.

I have applied phosphite drenches to the planting site soil prior to setting out the plant without problems. It gets the fungicide into the soil so the roots can start taking it up right after planting,
