I wonder if I can collect soil for analysis while it is still partly or mostly frozen.
We just had a snowstorm and it's going to be cold later this week. But, it's been a very mild Winter so far. So, I doubt that the soil is completely frozen solid. Maybe I could take one in a week or two so that I can buy the supplies that I am going to need once everything thaws for good.
Any advice? Thanks.

If you have a nice sharp soil coring tool & a heavy hammer you can always get a smaple. If not, a pick or mattock will help. However trying to take a sample with a mattock is just one more reason that growers get inconsistant results since each sampled area can never be exactly the same size in volume as you would prefer.
You'll be in the ballpark either way so don't sweat it too much.
Perhaps the best advice though would have been to pull that sample back in October. ;o)

any lab will tell you is not good Idea to get frozen soil.
