What temperature should your soil be before you plant? Right now, my temps are running 67-69 degrees 6 inches down. Is this warm enough to put them in the ground?

The warmer the better within reason. Between heating cables, heated water, plastic sheets & mini greenhouses there is no end to the things we try to raise the soil temperature. At 70 degrees the plants will grow more slowly than 80, but they won't die either.
