I know there has been some discussion wether or not Humic Acid can harm your fungal and bacterial counts in the soil. Does anyone know if you can use too much Humic Acid? Also is too high of a CEC bad?

I don't think you can have to high a CEC. The more exchange capacity of your soil the more ions are available for you plant.
I don't know about humic acid and fungal/bacterial counts... apparently nobody else does either?!
I have added humic acid with no problems that I know of. I know there are many different product different concentrations. I would guess that you could add lots and lots of humic acid with out causing any problems.

humic acid is used in compost tea for its nutrient value for fungi. It wil have a simulare effect in the soil and help chelate nutrients for both bacteria and fungi. I,d say anything with " to " infront of it cant be good, but i,m pretty sure knowbody can tell u the level at wich humic acid becomes toxic. Moderation would be a wise choise.

Appreciate the advice. last year I added 50 lbs of 35% granular humic acid to my 500 sqft. patch. This year I was planning on doing the same, maybe I'll just use half a bag instead. Good point on the Fungi/Compost Tea, Cooks!
