 I do not dilute my compost tea.  I used it last year as a soil drench and the plants did fine.  This year, I will also being doing foliar spraying (in the evening) with a backpack sprayer.
 
 The only reason I can think of that you may want to dilute it, is that you don't have enough for all of your plants and need more liquid to share the wealth.
