Can I use aquarium conditioner to get rid of chlorine and chloramine in the water for the compost tea preparation.

I don't think so, but am not really sure. I'd recommend either gassing off the chlorine or using humic acid or ascorbic acid to remove chloramine. I know these methods have been tested and are used commonly to make tea. Google "vita d chlor" for more info. if you are dealing with chloramines.
