Does it make any sense to put compost tea on your cover crop during the late winter and early spring? Would that give micro organisms a head start in the soil or would it just get negated when you till everything under?

it is a good idea!
the only negative/negated effects you might have is when being applied during cold temperatures the viability may be suppressed
