Once the Tomato & Pepper Plants get establishes it is correct that they prefere to be watered from the root and not the soil/compost surface. For starting the Seeds off though make sure that the compost you have planted the seeds in is quite moist (not soaked) and they will germinate. Take those pots/containers out of that cooking pan and let them drain, put them in a warm place and wait for germination to take place.

If you have put the Seeds into realy wet compost uncover the seeds and re sow them in fresh compost and start over.

If you want to keep moisture in your plants and fend off fungus also you may want to add a light mixture of shredded newspaper to your soil. the paper will hold moisture for the plants and the black ink has good anti-fugal properties(not the color sales papers). I put a good amount under each tomatoe plants, it also breaks down well in the soil.
