Never had problems with peppers in 70´s, some varieties take longer to germ.

I start mine in our pumpkin seed incubator at 85 deg. It takes less than a week for them to sprout. Hot peppers are usually about a day ahead of sweet.

Peppers take longer! I don't give up for at least six weeks... individual pot seeding helps with being able to sort off the sprouters from the sleepyheads...

I'd give em a few more days then start a few back-ups.

I normally keep them at 80-90 to germinate with a humidity cover over the seed tray and they germinate within 7 to 10 days. In my experience, unlike tomatoes, peppers like to be germinated hot and grown on at temperatures between 70 and 85.

Unless your heating your greenhouse at night or are already in a warm location I'd imagine the temperature drop is affecting the amount of time it's taking your seeds to germinate.
