We have had many discussion on the advantage and disadvantages of the various grow lights. If was going to pick a light for just seed starting i would probably choose the T-5 flourescent. I will be starting my outdoor plants under a 2 foot x 2 foot 8 bulb 200 watt this spring. Normal spectrum viewing under the lamp and reasonable low heat output is good. For growing a tomato full term..the t-5 seemed to me to put out insufficient light..I can get a tomato, but it was not what i wanted. I suppose it might depend on how old you want your tomato plants to be before they are transplanted. I have no doubt you could transpant in spring a plant that is already growing tomatoes. My number one choice for indoor complete life cycle tomatoes is a "ceramic metal halide" also called an LEC. The cost of each light does not justify use just for short term seed starting. Second choice for indoor full growth is LED. You have to be careful here..LED light quality varies greatly between manufacturers. Good luck in your decision...if you do a search for grow lights on this website i am sure you will find some good discussions of it.
