I need some help & I've racked my brain for a day now & can't come up with it.
One of my dogs broke out in hives so I went out in the yard to check for anything strange & found 1000's of tiny holes all over my yard. The holes don't appear to go into the soil, their just pencil eraser size holes in the grass ( like something has burrowed up ). When you put your finger down the hole it doesn't appear to go into the ground which seems real strange. It actually looks like someone has taken a pitch fork & made holes everywhere. Each square foot of yard has about 25 holes each. It has to be a insect but in November I'm confused as to what it may be.Its not a worm hole because there is no mounded dirt by the holes.

Call your state entomologist for identification. It may be wasps. Try this website and see if it helps: http://www.dannylipford.com/identifying-the-cause-of-holes-in-your-lawn/

No, 6' privacy fence around my property. If someone steps in without my knowledge I would see some of their pants on the ground where my dogs helped them off with'em.

Linus is probably right. I have seen Flickers make small holes like that.

I agree with birds. I was actually thinking maybe a flock of "invasive" starlings stopped by your place and dug through your yard. They were moving south last week.

With my dogs roaming my back yard the only birds that land usually end up at my back patio door as a gift. And there's no surrounding dirt so nothing was dug up.
