Hi everyone,
Last year was a bust due to my crazy foreign neighbors. They can't read English and used Roundup all over their yard... and in the process killed my pumpkins (and half their lawn, too).
We're putting in a 6' vinyl privacy fence which should help immensely with the wind, but I'm thinking I should probably plant some cover plants next to the fence to intercept whatever poison they try their luck with this year. It would be even better if it's something that will repel bugs as well (we had some serious cucumber bugs last year here in IL).
What do you think I should plant?

Sunflowers or Corn.... Nothings going to repel bugs you are going to half to spray for them.

Seriously, start searching on the internet for "organic insect repellents". You will get a lot of answers, but the only sure way to keep bugs down is to use insecticides and systemics in a very judicious manner.

pumpkindad, after the 6' fence goes up, plant baltic ivy along the fence, grows fast and should stop that round up from your neighbor, but might just kill the ivy, at the least you won't have to look at them...

I had that happen to me too. It killed all my tomatoes plants that year. And that was only from wind drift. He was very sorry. After that I've talked to each of my neighbors about using round up or other broad leaf sprays. I have offered them my help if they have any questions. I known a few that could read still make that mistake. Good luck.
