For those struggling with voles check into getting some poison peanut pellets. It is amazingly effective on voles, it's lights out.

I cant say without incriminating myself due to it being a restricted product in NC. However I have seen dead voles out of their hole in just three hours after treatment. The voles love peanut butter and the cone shaped container is used as a tool to puncture their tunnels. The reviews on how well it kills moles and gophers is mixed at best but it did knock the vole population down to nothing in a matter of a few days. No more holes where hostas used to be, no more tunnels in the mulch, nothing.
My only other advice is to buy more than one container. I would say that you'd be able to treat around 50 vole holes/tunnels with one container.
