With all the rain we have been having I've been keeping a close eye on my stump. Yesterday I saw it was dripping quite rapidly. There was a soft spot underneath that I started feeling around in and out wiggled a squash vine borer. So did that little guy cause my stump to start foaming or could he have found his way there after it started gushing. Either way stump is completely rotted 24 hours later. Been keeping up with contacts and systemics too.

The term "foaming stump" is a general title given to a situation that could be caused by many different causes. Some issues could be disease related (clogging the xylem) others could be physical, not enough of a water sink leading to a back-up.
Your cause falls under the physical barrier with the vine borer essentially stopping the flow of water leading to a blow out at the stump. It sounds like in this case if you remove the grub the problem should correct itself. It seems they always find the worst place to be. Keep an eye on your other stumps and best of luck the rest of the season.
