They seem to appear along with weird cloudy patches on underside of the foliage and then holes. Lots of holes. It started with my roses. Now my baby giant pumpkins have this. I don’t even know if any of the issues are related. Any ideas?

White flies...they are a pain, reproduce very quickly. Sort of like aphids..lots of webpages on them.
I had them a a few years ago and it was late season. Organic controls like insecticidal soap should work as the plants are small or a contact like bifen or systemic like immidacloprid. Probably came in on something brought into your yard if you never had them before.
