It does appear to be some sort of chemical injury. Like Russ said, what's been applied, at what temperature, at what rate, & when?

I beleive it was either ortho or something that my neighbor is using in his garden which is at the top of the wall

Ortho is a manufacturers name, not a chemical. We need to speak with the neighbor & have him keep the "ortho" on his side of the wall.

Deltamethrin is also known by the commercial (Pro) trade name of Delta Gard. The lowest dose synthetic pyrethroid to exist. Rates as low as .06 lbs active ingredient per acre if memory serves. Very good mamallian toxicology profile so it's very common in interior pest control & kitchen/food prep uses. Good stuff. But also quite likely to be overdone by the average back yard suburban farmer. Was it hot when the material was applied?

About 75f i think where i messed up is when i was trying to adjust the concentrate the bottle says 30ml to 100ltrs of water so i think that i put 3ml to 1ltr so 1 gallon would have had 12ml which now that i think about it i believe that there should only be about 3ml to 2gal if am wrong please tell me the correct way

You've got it Ryan. You need 1.2 mls per 4 liters (1 gallon). To do this accurately, you need a 10cc medical syringe.

One cc = 1 ml

It's too soon to judge the impact on the plant. The fact that its growing is a good sign. Just don't allow any new stresses now.
