What part of the vine is the most imporntant to make sure gets sprayed

All leaf stems, underside of vines, under tendrils. In an attempt to affect the egg laying moth, I spray the tops of the leafs also. I spray every 4 days using a dose of 1oz liquid seven per two gallons, and use lots of it, a plant covering 2,000 sq/ft required 4 gallons of mixed spray. The adult vine borer activety in my area {just North of Chicago} started June 16th ended July 10th. I sprayed one more time on the 12th. Eggs hatch in about 7 days. You need enough residual pesticide to prevent hatching or kill it before it can enter the vine or leaf stem.

Ebby: Ray's right o the money, spray everything on the lower ends of the plant, although i've seen borer eggs on top of the leaves, most if no all are hidden under the vine (esp the end that curls up) under tendrils and lower leaf stems, hatching occurrs from 7-14 days, it depends on the weather, the trick is what Ray says to get a residue on the plant this will kill the borer as they hatch and crawl along the plant looking for a place to bore into it, this is when they are most vunerable, i don't believe the pesticide will kill the eggs and most will not kill the adult moth, i have sprayed them point blank with Sevin and Methoxchlor and they just fly away(unless you are spraying with Warrior-t aka Karate).
Last year due to the unusual hot summer we actually had a second generation of Borers here in the northeast.
