I noticed some white foam on my stump about 3 inches from the ground. I wiped the foam off and there were 2 slits in the vine length wise and when I applied pressure to the vine it oozed water out of it.I cleaned them off and applied a paste of Captan and Dithane M45. Any suggestions?

Please have that stuff analyzed by a lab. If it were me I'd do an immediate drench with Aliette or Prodigy. Since these are hard to come by at the consumer level, you need to do some networking.
